John was order to poison Steve by the ISA becasue he botched Ava’s murder.

Yes, as long as it was believed that Steve murdered Ava because she was a threat to the ISA, everything was OK. When Joey confessed to her murder, that changed everything. The ISA wanted Steve, Kayla and Joey all eliminated.
